This incident resulted in the partial shutdown of the Central Terminal Area tunnel and the T3 parking area.

Two more people are now in custody in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. They both remain in custody, the force said.

These detentions come after a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Before the attack, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A toddler aged three was one of the those hurt during the incident. A total of five individuals went to hospital for treatment and have since been discharged.

Police arrested a man in his thirties for suspected theft and assault close to the location. He was subsequently released under investigation as the investigation proceeds.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several people injured by a noxious substance thought to be pepper spray.

The attack - which police said was isolated and not being treated as terrorism - caused train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
